It’s a well-known fact that users with Windows 7 Home Basic, Home Premium or Professional editions are not allowed to download and install language packs by default. Only Enterprise and Ultimate edition users are eligible to install language packs. That means you need to upgrade to Ultimate edition to be eligible to install language interface packs as Enterprise edition isn’t available in retail stores.
A number of users who’re on Windows 7 Starter, Home Basic, Home Premium, and Professional editions of Windows 7 might want to install one or more language interface packs to let their family or friends navigate Windows using their native language. The best to resolve this issue is to upgrade a higher edition of Windows 7 that support language interface packs. For instance, you can easily upgrade from your Home Premium to Ultimate editions without losing installed programs and saved documents.
If you can’t upgrade to Ultimate edition and want to install language interface packs on your existing edition, then you need to go for a third-party tool named Vistalizator.
